IEEE launches certification course for software skills

Bangalore: The Computer Society of the Institute of Electrical and Electronics Engineers (IEEE) has launched a certification programme for software proficiency. It will recognise software skills at two levels: Certified Software Development Associate (CSDA) and Certified Software Development Professional (CSDP).

The CSDP is the only software development certification that has all the components of a professional certification: exam-based testing demonstrating mastery of a body of knowledge; extensive experience base and continuing professional education, explained IEEE Computer Society’s global President Dr Rangachar Kasturi, who is Professor at the University of South Florida’s Computer Science department in Tampa, Florida (US).

He was delivering the concluding keynote at the five-day Great Indian Developer Conference held in Bangalore last week. The certification will be of particular interest to Indian software professionals — the two streams of .Net and Java alone are known to number over 10 million.

The CSDP is intended for mid-level software engineering professionals who have at least 9,000 hours of experience in at least six of the 11 knowledge areas the exam covers. The Associate-ship is for entry-level professionals and has less stringent criteria.

The certification programme, which was recently launched in the US, would soon be extended worldwide. Interestingly, the standards for the certification saw over 60 India-based professionals and academics participate in the creation process, Dr Kasturi added.

Angela Burgess, The Society’s Executive Director, told Business Line that IEEE’s computer professionals were playing a key enabling role as neutral ‘umpires’ in dozens of committees charged with creating global standards for information technology and communication systems ranging from WiFi and WiMax to digital TV and music.

Biggest independent IT show

The Great Indian Developer Conference, which packed the Tata Auditorium complex of the Indian Institute of Science for five days last week, was the first — and biggest — developer event, not tied to any one tech player or technology.

Conducted by the fairly young Bangalore-based media and event company SaltMarch Media, the conference saw over 3,000 professionals deliberate on subjects like .Net, Web 2.0 and Java even while they listened to industry icons like Jesse James Garrett, known as the father of the Ajax programming environment; Oracle Vice President Rahul Patel, Java evangelist Yakov Fain and Chad Boyd, SQL expert. Indian IT leaders participating included Nokia Managing Director D Shivakumar and Srini Koppulu, Managing Director, Microsoft India Development Centre.

Software industrialization: not so fast, Henry Ford

There’s been a lot of talk about IT and software “industrialization” lately — the idea that software development can be broken down into standardized, low-level, highly automated tasks that can mass produce applications on demand, at low cost.

At IBM’s Pulse event last week, IBM Tivoli’s Al Zollar said that IT industrialization is the next great phase in information technology. (I’ve been trying to get either a transcript or recording of Zollar’s speech to get more details, but IBM hasn’t been able to produce one up yet — so all I have for now is a press release.)

Nevertheless, there’s been thinking out there for some time that software development is evolving from a craft — painstakingly undertaken one project at a time — to a more of a mass production mode. How far along is that vision, and is it even an appropriate vision?

Indian software exports on the rise

Indias software and services exports is estimated to be about Rs 187,478 crore in 2007 08, maintaining the countrys lead over neighbouring China, which is trying to catch up with the Indian IT sector. A Department of Information Technology in its provisional figures quoted Software Technology Park of India figures, which stated that exports from the parks is expected to grow at 32 per cent to touch Rs 1.87 lakh crore.

If this happens, it would be a big boost for the sunshine sector which is fighting a US slowdown, rising rupee and wage inflation as well as lowering of margin, slowing down of longterm high value deals which are appearing to be a dampener for large IT companies.

India remains the hot base for global IT companies in terms of outsourcing delivery model.

Software outsourcing ensures a high quality output with timely submissions and at a fraction of the cost that they would actually incur. Thus, it definitely helps to make a huge savings for the company that is outsourcing the work. Outsourcing can be carried out either personally by hiring professionals in the field or through agencies who undertake such work. Most of the developing countries like China and India have a huge pool of experienced, talented and skilled personnel that has already proved to the best. They have the capability to undertake highly complex projects and understand the significance of meeting deadlines all at very attractive rates.

India offers various services that are not restricted to the field of software outsourcing alone. Major US companies are the main clients that the Indian IT firms cater for. European Nations such as the UK, Germany, France and several other developed nations are among the countries that find India to be a very attractive destination when it comes to custom software development outsourcing. Cost factor is a major attraction that Foreign companies take into account when they choose Indian firms for outsourcing. By making a huge savings in terms of cost, the foreign companies stand to gain by having additional funds available for investing elsewhere which would be helpful in furthering their business prospects.

Before actually making the decision to make the outsourcing deal and signing on the dotted line there are several factors that must be considered and evaluated. The company outsourcing work should first take into account the expertise and experience of the software company to which the work is being outsourced. The history and performance of the company in the field and the skill that they have for taking up the assignment must be properly studied. The credibility of the company in the particular field must be considered before handing over the work. Most IT consulting companies in the field are working towards getting certifications like ISO that are accepted internationally and itself speak for their quality and competence. All aspects of the company taking the work must be considered and proper evaluation of their services, the infrastructure available, the experience and the capability of the company to actually undertake the project must be carried out before outsourcing the work.

Its software and backoffice outsourcing industry is on course to ring up sales of USD 64 billion in the fiscal year just ended, up from USD 48.1 billion, the National Association of Software and Service Companies (Nasscom) said.

Microsoft iPhone Software Planned

Microsoft hopes to offer applications to iPhone consumers that could benefit the use of Office on both the Mac and mobile phone.

Microsoft hopes to build new Office applications for Apple's iPhone. The plan began when Apple released its SDK (software development kit) earlier this month for which gives developers access to building new applications that run on the Mac OS X-based mobile phone.

Microsoft recently interviewed developers to consider a variety of possibilities that include offering its Office functionality on Apple's iPhone.

The plan began when Apple released its iPhone SDK (software development kit) earlier this month which gives developers access to the same tools that Apple uses for building new applications that run on the Mac OS X-based mobile phone.

"It's really important for us to understand what we can bring to the iPhone," Tom Gibbons, corporate VP of Microsoft's Specialized Devices and Applications Group, said told Fortune magazine. "To the extent that Mac Office customers have functionality that they need in that environment, we're actually in the process of trying to understand that now."

The software giant hopes to assist customers connecting the iPhone to more options than just the Exchange server. The iPhone can be synced with Mac or PC e-mails, calendars and contact lists. Apple licensed Microsoft's ActiveSync protocol for connecting the iPhone to an Exchange server earlier this year.

Gibbons said the software giant has experience with the iPhone environment and is very confident on providing the new application. Microsoft developers are still getting comfortable with the SDK and are going over feasible plans that could benefit iPhone consumers.

The final iPhone SDK will be released in June, along with new versions of the iPhone and iPod Touch operating systems. The latter gadget contains the same platform as the iPhone. AT&T remains as the exclusive cellular provider of the smart phone.

Microsoft hopes to build new Office applications for Apple's iPhone. The plan began when Apple released its SDK (software development kit) earlier this month for which gives developers access to building new applications that run on the Mac OS X-based mobile phone.

Why change management is critical to Web 2.0 success

Rolling out social software in an organisation isn’t akin to buying another version of Oracle. There is a degree of organisational readiness that needs to be achieved in order to successfully deploy and absorb the changes associated with Web 2.0. And this change management has caught many businesses unaware.

Since Web 2.0 poked its way into the corporate province, firms have been gearing up to implement social software in internets, intranets and extranets. And whether it’s being used to communicate with customers or enable collaboration between employees, this year will see more businesses than ever embrace the possibilities of Web 2.0.

A survey of 1,800 executives worldwide by McKinsey last year, for instance, revealed that a fifth of them were already using blogs to improve customer service or solicit customer feedback. It’s a sure bet that 2008 will see firms not only exploring blogs, but also peer to peer networking, social networks and podcasts.

But rolling out social software in an organisation isn’t akin to buying another version of Oracle. There is a certain degree of organisational readiness that needs to be achieved in order to successfully deploy and absorb the changes associated with implementing social software. And the change management necessary to precede such a Web 2.0 strategy has caught many businesses unaware.

Study: US Corporate Software Spending Slowing

One in four respondents to a new US corporate IT spending survey by ChangeWave Research said their company will spend less on software in coming months.

The 25 percent figure is 3 points higher than a study ChangeWave conducted in January and 11 points higher than one completed in October, indicating a deepening trend.

Meanwhile, 55 percent said their software spending will not change in the next 90 days, and just 12 percent indicated it will rise, according to ChangeWave.

Cuts to capital budgets appear to be a factor, according to the survey. Twenty-six percent of people who took it said their capital budgets had been cut over the past three months, a 4 point rise from January. In contrast, only 8 percent reported an increase in their capital budgets, ChangeWave said.

However, 27 percent reported they simply did not need to buy any new software, down two points from the January survey.

A number of major software categories, such as ERP (enterprise resource planning) and CRM (customer relationship management) applications, showed weakness moving forward.

But spending on two, virtualization and security, will see a modest jump in the next 90 days, according to the study.

ChangeWave Research, based in Rockville, Maryland, polled 1,956 people involved with corporate IT spending from April 8-15.

Software piracy is a tough nut to crack

VietNamNet Bridge - According to a new report, Vietnam's software piracy rate in 2007 registered in at 88 per cent, down from 92 per cent in 2004. However, despite its slight improvement the figure is still far too high.

The Business Software Alliance (BSA) presented the new figures during a recent conference in Danang, and warned that the country's high level of software piracy was negatively impacting the economy.

According to a report by IDC-EXPAND released earlier this year, the IT sector's contribution to the economy would grow if the software piracy rate were to fall 10 percentage points over the next four years, a move that would create an additional 1,900 jobs, garner $623 million in local industry revenues and an additional $31 million in tax revenues.

Some experts argue that the slight reduction in software piracy over the last few years was mainly the result of government and business efforts to buy copyrighted software, particularly from Microsoft. The Ministry of Finance, the Ministry of Information and Communication, Vietnam Post and Telecommunications, FPT, Vietcombank and most recently Vietinbank each bought thousands of dollars worth of Microsoft software, however, legal copies of the same software are often too expensive for smaller companies.

Filipino software companies eye Japan as market for IT outsourcing

Philippine software companies are looking at Japan’s fast-growing information technology (IT) services industry as a strategic market for IT outsourcing despite an expected slowdown in the US economy.

The Japanese IT market is considered the second largest market in IT services industry. Japan’s IT market is expected to turn in 2.3 trillion yen in revenues this year, which would grow to 5.5 trillion yen or billion by 2010. The market has been maintaining rapid growth since 1990.

Local IT companies are now eager to tap this huge IT market, as Japanese firms, such as Fujitsu, Canon, Epson, Denso Techno, System Yoshiii, and NEC Telecom, have already outsourced some of their services in the Philippines.

Industry statistics show that some 4,500 Filipino software engineers are already servicing the Japanese market.

On May 14 to 16, eight Philippine companies will be joining the Philippine participation in the 17th Software Development Expo and Conference (SODEC) at the Tokyo Big Sight. These are: Advanced World Systems Inc.; Alliance Software, Inc.; Astra (Philippines), Inc.; Ayala Systems Technology, Inc.; Imperium Technology, Inc.; N-PAX Cebu Corporation; Tsukiden Software Philippines Group; and WeServe Systems International, Inc.
