We are India based government authority. We are looking for a reputed and experienced company for our requirement of software development. We are looking to develop Online Testing and Evaluation System. Online Testing and Evaluation(OTE) System would involve study, design and development of a Browser GUI and web based, customizable package for conducting, managing, evaluating and analyzing online examinations with adequate security measures (to be finalized during system study) based on the software requirements specifications (SRS). The proposed software should work in a multi-user environment on a Network.

Requirements:

1. Software should be able to import relevant data from existing Online examination packages. In addition, the firm needs to provide the Data Entry operators for feeding additional question bank provided by us.
2. The software should have support for importing / exporting questions from / to all standard formats including XML. The results of the exams should be exportable to Excel, PDF etc.
3. The front end of software will be made in J2EE technologies and the back end database will be ORACLE 10g.
4. The software will be based on 3-tier or n-tier architecture. It should be scalable and have reduced maintenance with single point of deployment on a J2EE compliant application server.
5. Operating system for Database and web server will be Linux. Client workstations could be any of Windows environment or Linux. Software should support Internet Explorer browser or any other available browser.
6. Software will have complete access control, where users will define which Menu item can be accessed by whom along with an Audit Trail at all entry places on which reports can be created later. System at all places will have feature to create Logging and debug trail to enable support team to support the application.
7. The software will support SSL, PKI and both Database/LDAP based authentication.
8. Provisions should be made to analyse the exams completed and questions in various ways to determine the difficulty level.
9. The package will remain under full warranty for maintenance and debugging for one year from the date of acceptance.
10. The package will remain under maintenance and version contract for three years after completion of warranty period at rate to be fixed at the time of signing the contract.

Supercharge Excel: As I've come to appreciate just how well Microsoft Excel can work, I've also gained a better understanding of its shortcomings, which is where a little $59-per-year gem called DigDB for Excel comes in. This program from Data Instruments Group adds handy features to Excel, improves existing ones, and makes the application easier to use. For everything from tracking down broken links to generating median values to trimming errant spaces, this software is certainly worth the price of admission--plus you can try it free for 15 days.

Ditch the fax machine: When I need to send a fax to my home office or receive one from there, I use TrustFax from Comodo. The service is less well known than eFax or MyFax, but what I like about it--besides its clean, easy-to-use Web interface--is its pricing options for light fax users like me. I pay TrustFax $30 a year for a fax number, 50 outbound and 150 inbound fax pages, and online storage. To use the service I scan my document in my multifunction printer, upload the file to the TrustFax Web site, and send it off. It doesn't get much easier than that.

Make pretty pictures: Sometimes I need more than a well-crafted sentence to get my point across--I need things like boxes, circles, and arrows. That's when I turn to SmartDraw, a business-graphics app from the company of the same name. After a free trial, it costs $297 (list). It's pricey, but you can often find it deeply discounted at SmartDraw's site, and if you've ever struggled to make flowcharts, time lines, mind maps, or even floor plans, you'll love it.

Try everyman's database: Though the term database strikes fear into many nontechie hearts, not all database apps require a knack for constructing clever queries. The venerable AskSam from AskSam Systems, now on version 6.1 (with 7 in beta), lets you store all sorts of data, from Word documents to e-mail to Web pages, that you can retrieve with simple, free-form word searches. I keep a close eye on several tech markets, and I use AskSam as my personal data clearinghouse. It isn't perfect--you'll spend a little time getting up to speed, and the 'Add Webpage to AskSam' feature works only with Internet Explorer (come on!)--but it's an immensely useful tool. After a free trial, the standard version is $150; the faster Pro version is $395.

Share and share alike: Besides making it dead simple to keep documents synced among my multiple PCs, Microsoft's newly revamped FolderShare service saved my butt when my beloved home-built PC failed to boot one recent morning. Since the files that I had been working on were synced to my work notebook before I shut down, I didn't have to scramble to retrieve them from my PC's hard drive (or even from my online backup service of choice, Carbonite; I reviewed this service in an earlier column). Best of all, the beta FolderShare service remains free.

Microsoft to host partner software

After announcing that it will offer hosted versions of Exchange and SharePoint, Microsoft is detailing plans to host third-party applications for partner companies.

Microsoft will soon detail ways that partner companies will be able to deliver their services based on Microsoft's hosted services, the software company said on Tuesday.

When Microsoft earlier this year announced that it will host its Exchange and SharePoint software for businesses of any size, some third-party software providers wondered about their futures. Companies that offer software that runs on SharePoint, for example, were worried that they wouldn't be able to offer products to customers of Microsoft's hosted service. But on Tuesday, Microsoft said that it plans to host third-party applications for partner companies so that customers of its hosted services can use those applications.

"We'll allow our partners to build applications that we'll host for them and take that to SMBs," said Kevin Turner, COO for Microsoft, speaking to a group of reporters at the company's headquarters in Redmond.

Microsoft introduces downloadable Office software

Microsoft Corp. on Friday announced a downloadable, subscription-based version of its Office suite, which has been code-named "Albany."

The software suite, which is available to people who have signed up for the "beta" test version since March, will offer users Microsoft Office Home and Student 2007, with the latest versions of Word, Excel, PowerPoint and OneNote.

It will also include the Microsoft Office Live Workspace connector on the Microsoft Office toolbar, where users will be able to save documents online and share them with others, as well as security and backup services.

The company said it would announce pricing and availability of the final version later this year.

Satyam to build software development centre in Australia

SYDNEY: Satyam Computer Services will build a new software development and training campus, creating 2,000 jobs, in the cosmopolitan town of Geelong in Australia's Victoria state.

Speaking at the future site of the development at Deakin University's Geelong campus on Monday, Satyam founder and chairman Ramalinga Raju said: "We are delighted to be able to announce Geelong as the location of the new Satyam Technology and Learning Centre and we look forward to cultivating new friendships with Victoria and Australia."

Geelong is located 70 km southwest of Melbourne, the capital of the state of Victoria.

State of Victoria's Premier John Brumby said the centre was expected to boost the state's economy by around Australian $175 million ($161 million) annually within a decade.

Brumby said: "Satyam's decision showcases what Victoria and regional centres like Geelong have to offer big business. This is great news for the people of Geelong and Victorians generally. This new project will more than double the current number of Satyam jobs in Australia."

Outsourcing code development – is it a risk worth taking?

In a new report released by European information technology analysis group, Quocirca, organisations that admitted to being frequently hacked, all outsource at least some of their coding practice, with 90 percent outsourcing more than 40 percent. The report, which was based on a survey which was carried out amongst 250 C level executives and IT directors from mainly 1000+ employee sized corporations from the UK, US and Germany, also states that over 60 percent of companies that outsource the coding of their critical applications do not mandate that security must be built into the applications. In fact, 20 percent of UK companies do not even consider security when building their applications.

Of the organisations stating that software code development is business critical or important, 50 percent outsource more than 40 percent of their code development needs.

Statistics already show that the software application layer is where most hackers are accessing critical data. According to NIST (National Institute of Standards and Technology), 92 percent of vulnerabilities affecting computer networks are contained in software applications. As organisations increasingly look to outsource application development, more components of software applications are being developed outside of their direct control.

Outsourcing blamed for rising security woes

The world has a new culprit to blame for the rising tide of software vulnerabilities: code outsourcing.

The trend to outsource the coding of applications is now a major contributor to making business software more vulnerable, a survey/report has claimed.

According to analyst group Quocirca, which surveyed 250 IT directors and executives in the U.S., the U.K., and Germany for Fortify Software, 90 percent of the organizations that admitted to having been "hacked' had outsourced more than 40 percent of their applications to third parties.

But the rush to benefit from the speed, convenience, and lower cost of outsourced applications was leaving security as an afterthought in an alarming number of cases. Sixty percent of respondents reported not mandating security from scratch, while 20 percent of those surveyed in the U.K. failed to accommodate security at all in the outsourced applications.

The Future of Enterprise Software

Attended what was billed as a smackdown between SAP and Salesforce last night at the Churchill Club's "Great Debate: The Future of Enterprise Software." The two belligerents were Hasso Plattner, co-founder of SAP, and Mark Benioff, found of Salesforce.com.

Overall, the discussion was supposed to focus on the potential of SaaS vs. on-premises; however, there was a lot of jostling between the two, with Benioff particularly pitching the virtues of Salesforce.

Nonetheless, the session was enlightening, and held some interesting lessons for you, the CIOs of the world.

Benioff pushed the notion of multi-tenancy hosted apps, and how that get critical updates immediately applied to every user organization. According to him, the Salesforce.com offering, which has been extended to be a general purpose platform, should be the basis for everyones' apps going forward -- including, he maintain, SAP. This is because Salesforce has such experience and insight about building highly reliable, scalable infrastructure.
