Description:

We are India based government authority. We are looking for a reputed and experienced company for our requirement of software development. We are looking to develop Online Testing and Evaluation System. Online Testing and Evaluation(OTE) System would involve study, design and development of a Browser GUI and web based, customizable package for conducting, managing, evaluating and analyzing online examinations with adequate security measures (to be finalized during system study) based on the software requirements specifications (SRS). The proposed software should work in a multi-user environment on a Network.

Requirements:

1. Software should be able to import relevant data from existing Online examination packages. In addition, the firm needs to provide the Data Entry operators for feeding additional question bank provided by us.
2. The software should have support for importing / exporting questions from / to all standard formats including XML. The results of the exams should be exportable to Excel, PDF etc.
3. The front end of software will be made in J2EE technologies and the back end database will be ORACLE 10g.
4. The software will be based on 3-tier or n-tier architecture. It should be scalable and have reduced maintenance with single point of deployment on a J2EE compliant application server.
5. Operating system for Database and web server will be Linux. Client workstations could be any of Windows environment or Linux. Software should support Internet Explorer browser or any other available browser.
6. Software will have complete access control, where users will define which Menu item can be accessed by whom along with an Audit Trail at all entry places on which reports can be created later. System at all places will have feature to create Logging and debug trail to enable support team to support the application.
7. The software will support SSL, PKI and both Database/LDAP based authentication.
8. Provisions should be made to analyse the exams completed and questions in various ways to determine the difficulty level.
9. The package will remain under full warranty for maintenance and debugging for one year from the date of acceptance.
10. The package will remain under maintenance and version contract for three years after completion of warranty period at rate to be fixed at the time of signing the contract.
    

We are looking for best quotations. Interested companies are requested to apply on or before 13th May, 2008 by 1100hrs. Companies are requested to send their best quotes at given mailing address only. A pre-bid meeting with all the vendors will be held on 28th Apr, 2008 at 1430hrs. We will answer all queries which have been raised in writing to us. The meeting may not be held incase no clarifications are sought by the providers. EMD (Refundable) of Rs.2 (Lakh) is required.
