On June 19, 2008, at the China Software Innovation Forum of the China International Software & Information Service Fair 2008 (CISIS), authorities from two different sectors put forward the same opinion.
One is Dai Yulin, Standing Member of the Party Municipal Committee and Vice Mayor of Dalian City, who summarized the ten-year development of Dalian's software industry. He believed that the development strategy of Dalian's software industry is the combination of industrial internationalization and independent innovation. Along with the continuous development of software export and service outsourcing, the unique feature in terms of software industry's independent innovation has come into being, and the accumulation of capital, technology and talents of independent innovation has been realized through industrial internationalization.
The other is Ni Guangnan, an academician of Chinese Academy of Engineering, who stated that China needed software outsourcing, and needed independent software industrial system much more. Exactly speaking, China can develop offshore outsourcing under certain circumstances, but it should also focus on basic software area.
