We are Australia based organization looking for an experienced and qualified service provider for our requirement of Budget Management System. Budget Management System should support the major areas of the budget formulation process. It should be able to assists with budgeting, financial reporting, cash and appropriation information. Key objectives are enhancing the quality, transparency and consistency of Budget reporting to develop this Budget Management System.

Scope of services:
We are looking for service providers to provider information on potential solutions, costs and existing capability to support the development of Budget Management System.
Some of the major functions are as mentioned below, which should be included in Application. However, there are other factions as well which are included in attachment.

1. BUDGET MANAGEMENT
   – Management of Annual Estimates
   – Actuals Management
   – Monthly Profiling of Estimates
   – Financial consolidation
2. CASH MANAGEMENT
   – Centralised appropriation
   – Cash Monitoring and forecasting
3. REPORTING AND ANALYSIS
   – Statutory reporting
   – User-defined reporting
   – Scenario modelling and analysis
   
4. APPLICATION ADMINISTRATION
   – Business Rule Management
   – Reference Data Set (RDS) management
   - Application/information access control
   - User Interface Modification
   - Budget process and system-related guidance
5. DECISION MAKING
   - Management of government decisions (Measures)
   - Manage Specific Purpose Payments
   

Payment terms are negotiable. Interested service providers are requested to send their proposal on or before 2.00 pm on Friday 23 June 2009 via post, courier or hand delivered only. This tender is global and offsite. Provider may have to visit our location for meetings and presentation.
