The provider will supply, implement and provide ongoing support for a complete replacement library management system to handle all library operations. Our estimated budget is 100000 GBP to 300000 GBP.
Scope of services:

1. The LMS (Library Management System) has an online catalogue which the public can access via our website: they can search for items, place holds and renew their books online.
2. LMS must handle all library operations and is scalable for any future requirements, including receipting of library stock, stock issue and returns, cataloguing, EDI, RFID etc.
3. The system will be compatible with all types of stock, including books, periodicals, sound recordings and DVD\'s.
4. It will have the capability to interface have with other corporate systems and operations of us such as our finance system.
5. We would like options for both client-hosted and provider hosted solutions and therefore provider will need to be able to offer both types of solution.
6. Arrangements for ongoing support, maintenance and product upgrades will be required.

Opera Shows Off Updated Mobile Browser

Version 9.7 will offer faster download speeds and improved performance thanks to Opera's compression technology.

Opera Software showed off the latest version of its mobile browser, and the company said it will be able to offer users a high-quality, rich Internet experience regardless of network connectivity.

Opera Mobile 9.7 will take advantage of the company's server-side compression technology to offer mobile users quick Internet access while supporting Web technologies like Flash and Ajax. The compression technology, dubbed Opera Turbo, can compress data by up to 80% to improve download rates and overall performance.

"Opera Mobile 9.7 with Opera Turbo gives our business customers the ability to bring a rich Internet browsing experience to their mobile device and to the end user without having to allocate new resources and development costs," said Rod Hamlin, senior VP for Opera, in a statement.

The browser maker said Opera Mobile 9.7 will have better standards, will be capable of hardware acceleration, and will be compatible with Google Gears. The browser will come preloaded on some high-end smartphones but can also be purchased directly from Opera. It will be officially released during the CTIA Wireless Show next week.

As more cell phone users browse the Web on the go, Opera is seeing increased competition. The company already has to compete with on-deck browsers like Apple's mobile Safari andMicrosoft (NSDQ: MSFT)'s Internet Explorer Mobile, but it's also seeing a crop of newcomers in the mobile browser space.

Oracle buying drug-safety software maker

Oracle said Monday it is purchasing Relsys International, a maker of drug safety and risk management software, a move that ties into its ongoing strategy to tap verticals.

The deal is expected to close in the first half of this year. Terms were not disclosed.

Many of the world's largest pharmaceutical companies use Relsys' software, which pharmaceuticals, biotech companies and other organizations use to track and analyze safety-related data.

The Irvine, California, company will "bring significant domain knowledge and experience" to Oracle's health sciences global business unit, Oracle said in a statement.

Oracle's move "makes a lot of sense" given the political climate in the U.S., said Redmonk analyst James Governor.

"We're likely to see a stronger FDA and related approval processes under the Obama administration," Governor said. "Health care is also one of the verticals set to benefit from any big initiatives to fix U.S. health care."

Software lobby seeks greater role in U.S. security

WASHINGTON (Reuters) - The U.S. software industry is pushing for a greater role as government officials develop a policy to ward off attacks on the nation's communications infrastructure, a trade group said on Friday.

The Business Software Alliance, which represents companies including Microsoft Corp and Dell Inc., told White House officials this week the government should share more threat and attack information with the industry.

It submitted a set of recommendations to Melissa Hathaway, the acting senior director for cyber space at the White House, this week, the group said. She had asked for industry views in an earlier meeting.

The private sector owns about 85 percent of critical infrastructure in the United States, according to BSA.

IBM and Sun: Is it about the hardware or the software?

The Wall Street Journal reports IBM is in acquisition talks with Sun Micro systems. At this point, the companies are refusing to comment on the rumor. If it comes to pass, the acquisition would give IBM a larger share of the high-end server and storage markets and enhanced access to certain customers, especially in the financial services and telecommunications industries. However, the software aspect of the deal might have a larger impact on IBM and the industry as a whole.

Today, IBM is best thought of as a services and software company with a computer hardware division. In 2008, services and software represented 79% of IBM’s revenue and 82% of its pre-tax income. In contrast, hardware represented only 19% of revenue and 9% of pre-tax income. The Sun acquisition would undoubtedly boost IBM hardware revenue and might improve hardware profitability, but the positive impact to IBM’s services and software businesses could easily dwarf these benefits.

Java makes Sun shine for IBM

In addition to its sizeable hardware business, Sun has some strategic software assets, including the Java programming language, the Solaris operating system, and several open source technologies, including the MySQL database management suite. Solaris and the open source technologies are unlikely to make significant contributions to IBM’s software or services revenue, but by owning and guiding Java, the company could create a sustainable competitive advantage over some of its largest services and software competitors.

Java has flourished while Sun hasn’t. Nearly every major middle ware and enterprise application vendor (with Microsoft the exception) has built key applications using Java and has plans to build more. By extension, nearly every major corporation relies on Java for some part of its core business processes.

Sun has realized little revenue from all this love for Java. In 2008, the company recognized only $200M from its Java software, an increase of only 0.5% from the year before. As a hardware company, Sun struggled to turn Java into revenue and profit. Unlike Sun, IBM is in a prime position to monetize that asset.

Apple's iPhone 3.0 Software Stokes Developer Hopes

Developers and Apple fans chime in on the features they'd like to see in the new mobile operating system when the company reveals its hand March 17.

Apple plans to hold a media briefing March 17 to introduce version 3.0 of its iPhone software, an event that developers hope will bring long-promised features to the iPhone.

Among the most desired features missing from the iPhone is the ability to copy and paste data between iPhone applications.

While Apple has not said anything about what will be announced, developers have been hoping for copy and paste with every iteration of the iPhone SDK and one of these days, they'll get their wish.

Multimedia Message Service and tethering are two new features that The Boy Genius Report, citing unnamed sources, claims will be introduced.

Veteran Apple watcher John Gruber reiterated his wish list from MacWorld in January. He's hoping for a new home screen application to make managing multiple screens full of application icons easier. Like many other developers, he'd also like to see the promised background notification API.

Apple said it was working on an API to enable developers to push data to applications that aren't active. Background processes that do this are currently forbidden by the iPhone SDK license agreement, partly to prolong the iPhone's battery life.

BOSTON (Reuters) - Software makers SAP AG and Sybase Inc have teamed up to make it easier for businesses to run SAP's business management software on mobile devices including Apple Inc's iPhone.

SAP, the world's biggest maker of business management software, is already working with Research in Motion Ltd to develop programs for its BlackBerry devices. This is the first time the German software company has announced plans to customize its software for other devices.

Sybase, which already sells programs that let businesses "shrink" applications so they can more easily run on mobile devices, will customize its software to better work with SAP's complex business management programs.

New Effort Hopes to Improve Software Security

It’s not much of a secret that a lot of software has security flaws. One reason is that there aren’t any real standards for designing secure software. In fact, the right way to secure programs is rarely discussed at all.

A new group is hoping to change that. Tech security company Fortify and security consulting firm Cigital are getting ready to release a set of best practices that tech companies and other businesses can follow to ensure that the software they develop is secure. The authors developed the model by studying the security practices at Google, Microsoft, Adobe, and other tech companies, as well as non-tech companies that write their own software like Wells Fargo, and Depository Trust & Clearing Corp.

“For most of the last decade security has taken place in secret,” says Brian Chess, chief scientist at Fortify. Even the most basic security information is usually held close to the vest for fear that bad guys could use it to compromise a system. The lack of transparency serves a purpose, but it comes at the expense of helping other companies improve the security of their software.
