Software industry on rapid rise in Beijing
Rely on the organization of innovations to promote technical innovations so as to promote the application of innovations. In recent years, the software industry in Beijing has been adhering to the development strategy of joint innovations and a stride in the process of development has been thus realized. In 2007, operating revenues of the software industry in Beijing amounted to RMB125.2 billion yuan with a year-on-year growth margin of 28 percent, making Beijing the only city in which revenues made from software amounted to over RMB100 billion yuan in China.
From RMB78 billion yuan in 2005 to RMB97.2 billion yuan in 2006 and RMB125.2 billion yuan in 2007, the software industry has been developing rapidly. Behind such achievements, the key other than Beijing's regional advantage and the advantage in terms of talents is that two kinds of rules were followed and grasped: "Firstly, market rules shall be followed; that is, it is necessary to rely on the market mechanism and drive the development of the software industry by consummating the industrial chain. Secondly, rules in the industrial development shall be followed; that is, to achieve development by adopting the train of innovative thoughts instead of the road of 'imitation and substitution'." That is an interpretation given by Ma Lin, Director of the Beijing Municipal Science & Technology Commission.
Three years ago, it was still an authentic portraiture of the status quo of the software industry in Beijing that "small enterprises gather together to compete with one another". "Almost all software enterprises started with one or two informatization project (s); almost all industry-oriented software companies had experienced a transition from making a lot of profits to making only tiny profits or just breaking even; and in almost all informatization markets in all industries, there converged competitors." When recalling the then status, Hu Qinghua, Director of Beijing Software Industry Productivity Center, repeated the collocation of "almost all" three times.

Microsoft sponsors Apache Software Foundation
Microsoft has become a 'platinum' sponsor of the Apache Software Foundation (ASF).
The Apache web server is an open source rival to Microsoft's Internet Information Server (IIS).
The surprise announcement was made during the Oscon open source convention in Portland, Oregon late last week.
"We thank Microsoft for their generous sponsorship that goes towards supporting the ASF and the over 60 top-level projects in use and development within the ASF," said ASF chairman Jim Jagielski.

Software exports to cross $40 bn in ‘07-08: Govt
Department of Information Technology has projected over 28 per cent rise (in dollar terms) in the total value of software and services exports in 2007-08.
In 2007-08, the software and services industry continues to show a robust growth and the total value of software and services exports are estimated at Rs 163,000 crore (USD 40.3 billion) compared to Rs 141,000 crore (USD 31.4 billion) in 2006-07, an increase of 15.6 per cent in rupee terms and 28.3 per cent in dollar terms, DIT said in its estimate.
The electronics and IT exports are estimated to be Rs 1,75,700 crore compared to Rs 1,53,500 crore in 2006-07, showing a growth of a 14.5 per cent, it said.

Microsoft puts up $100K to support Apache Software Foundation
Microsoft Friday said it was contributing $100,000 in sponsorship money to the Apache Software Foundation in what the software giant called an endorsement of "the Apache Way" and made its first code contribution to an Apache project.
Microsoft also said it was contributing a patch to ADOdb, a data access layer for PHP that is used by many applications. The code contribution to the PHP community was a first for Microsoft.
In addition, the company moved 100 protocols from its Communications Protocol Program to its Open Specification Promise to ensure they could be used without the fear of patent infringement.
The non-profit Apache Software Foundation (ASF) is a group of developers that create and develop open source projects, such as the Apache Web server and the Axis Web services framework.
Microsoft has supported ASF efforts in the past including Apache POI, Apache Axis2 and Jakarta.

IBM Profits Rise 22% on Services, Software
IBM manages net income growth of 22 percent selling services, software and systems in a largely international market.
IBM's second-quarter profits grew 22 percent, led by services and software revenue and sales in international markets.
IBM's revenues grew 13 percent to $26.8 billion, while net income for the period was $2.8 billion, the company said. Also, as IBM pulled $10.9 billion in revenue from its Americas sector, the company drew $15.1 billion from international markets, indicating that it might be buffered by its broad participation in worldwide and emerging markets as the economy undergoes a downturn.
IBM revenues from the Europe, Middle East and Africa market segments rose 20 percent to $9.8 billion, while revenues from the Asia-Pacific market grew 16 percent to $5.3 billion. U.S. revenues grew by 5 percent. However, overall Americas revenue grew by 8 percent, to $10.9 billion.
"IBM had an outstanding quarter and a strong first half for 2008. These results demonstrate that IBM has the ability to thrive in both emerging and established markets. Once again, IBMers performed very well around the world," Samuel Palmisano, IBM chairman, president and CEO, said in a statement.

Buggy Software is Your Fault, Too
Hackers’ preferred method of breaking into businesses these days is exploiting flaws in Web browsers, word-processing documents and other software. The reason these applications are vulnerable to attack: No one wants the responsibility for making sure this software is secure.
The man pointing the finger at, well, everybody is Howard Schmidt, a security consultant who used to be the top-ranking cyber-security official in George W. Bush’s Whitehouse. Schmidt spoke to the Business Technology Blog while waiting in line to get the software on his iPhone upgraded - although he called us on his BlackBerry.
The problem, according to Schmidt, is that the people who oversee software development focus on finishing projects on time and under budget. It’s not that security is incompatible with coding cheaply and fast, but it does make development a little more complicated, because programmers can’t take many of the shortcuts they’re used to. Schmidt says that writing software with security in mind from the outset is the tech equivalent of building a house without flammable materials.

Is Fixed-Price Software Development Unethical?
One of the riskiest decisions you can make in software development is to require a "precise" cost and schedule estimate at the beginning of the project. Although there is nothing wrong with fixing just the price, as I wrote in Agile on a Fixed Budget, the situation quickly becomes dysfunctional when you also decide to fix the schedule and the project scope. Although customers often demand to work in this manner, particularly when the system is being built by another organization such as a system integrator (SI), as professionals we must question the ethics of fixed-price IT projects. We know fixed price is a bad idea, our customers inherently know fixed price is a bad idea, and it's high time that as an industry we choose to abandon this highly questionable approach.
I want to start by defining three critical terms:
- Fixed price refers to a project where the cost, schedule, and scope are set early in the lifecycle. "Fixed-iron triangle project" would also be a valid term, albeit a mouthful. This is different from a "fixed-budget project" where the budget is set, but at least one (if not both) of the scope or schedule are allowed to vary.
- Customer refers to the person(s) or organization(s) for which an IT solution is being developed (or purchased, as the case may be).
- IT provider refers to the person(s) or organization(s) who performs the work to provide the solution to the customer. The IT provider may be internal to the customer (for example, the customer is a bank and the IT provider is the IT department within that bank) or external to it (for example, the bank chooses to hire an SI to build a system.)

Symantec says security software needs speed
Symantec Corp. released beta versions of its flagship Windows software today, citing significant improvements in performance.
The previews of Norton Internet Security 2009 and Norton AntiVirus 2009, both of which run on Windows XP or Windows Vista, boast "breakthrough" changes in performance, said Jody Gibney, the senior product manager for the former product.
"We've been looking at performance the right way in the past," argued Gibney, "but because of the changing way people are using their PCs and because of their demanding expectations, it wasn't enough to be a great-performing security product. We had to be a great performing product, period."
Research the company conducted showed that lackluster performance and system impact were the biggest reasons why customers switched security software, she added.
Among the changes to the new versions was a reduction in memory consumption, a decision prompted by research that showed 40% of Symantec's base runs PCs equipped with just 512MB of RAM.

Indian software developers prefer Orkut
MUMBAI, INDIA: Orkut, the social networking site from Google, is used by twice as many software developers in India than either MySpace or Facebook according to an Evans Data survey of over 300 software developers in India.
Indian developers showed much more interest in social networking sites in general than do developers in other parts of the world, and 73 percent of them said they had used Orkut, as compared to 35 percent for Facebook and 32 percent for MySpace.
"While Facebook has been heavily promoting its platform to developers, Google's Orkut has quietly taken the largest share of developers in India," said John Andrews, President and CEO of Evans Data Corp. "Capturing mindshare with developers in fast growing emerging development markets like India and Brazil gives them a strategic advantage going forward in further cultivating this very important community."
Google's Orkut has become so popular with developers in both Brazil and India that they have recently released new domains specific to those countries.
Other highlights from this in-depth tactical marketing survey of over 300 software developers in India include:
- Technology or platform vendors are considered the most credible source of information on emerging technologies by Indian developers.

Software, services exports grow 29% in FY08
Despite the global economic turmoil and rupee appreciation, the country's software and services exports grew 29 per cent to register revenues of 40.4 billion dollars in FY08 against 31.4 billion dollars during the previous fiscal.
The Indian IT-BPO industry recorded an overall growth of 28 per cent, clocking revenues of 52 billion dollars in FY08 against 39.6 billion dollars in last fiscal, according to data released by premier trade body of the Indian IT-BPO industry National Association of Software and Service Companies (Nasscom) here today.
The overall revenue from software and services are projected to grow by 21-24 per cent to touch 50 billion dollars in current fiscal.
In the export segment, IT services exports have grown by 28 per cent to clock revenues of 23.1 billion dollars, while BPO exports are up by 30 per cent at 10.9 billion dollars in revenue.
Engineering services and products exports clocked 6.4 billion revenue, growing at 29 per cent in fiscal 2007-08.
''The Indian IT-BPO industry's resilience is reflected in its FY07-08 performance, with a 28.2 per cent overall growth rate and next year's projected growth between 21-24 per cent. Given that we are well on our way to achieve the target of 60 billion dollars in exports by FY09-10, the industry is now focusing on improving productivity, efficiency, as well as opening up new markets and services,'' Nasscom President Som Mittal told reporters here.
He added that the next decade offers opportunities and challenges which will require new business models and the industry dynamics will also see significant changes leading to a many new industry drivers and enablers.
Mr Mittal also disclosed that Nasscom is developing a long-term vision for 2020, to chart out the roadmap for all stakeholders and help them tap into this opportunity.
Tata Consultancy Services Ltd stood first on the 'Top 20 IT Software and Service Exporters FY07-08' and 'IT-BPO Employers in India FY07-08, while Genpact India Pvt Ltd topped the BPO ranking.

Mozilla set to develop risk model for software development
Mozilla is trying to refute the notion that the buggier the software, the less secure it is.
The open-source maker of the Firefox browser is creating a publicly available metrics model that software providers can use to measure the relative security of their products.
Mozilla itself will leverage the model to measure the efficiency of both its development process and the response by Mozilla and its users to Firefox security issues, said independent security consultant Rich Mogull of Securosis, who was tapped to lead the project.
“This is less focused on providing a public number,” Mogull told SCMagazineUS.com on Monday. “It is more about how Mozilla themselves can better track their security effort. The goal of these metrics is to improve Mozilla's ability to understand how they perform security development and respond to security issues and keep their users as safe as possible.”

Is the New York Times (becoming) a software company?
Nothing is more old news than the good old newspaper from yesterday. Silicon Alley Insider reports on the New York Times' attempt to counter the continued print media decline by establishing new revenue streams through its online initiatives. Marc Frons, chief technology officer of the Times' digital operations, provides cues as to where the company is placing its bets: "Widgets, iPhone apps, APIs, and more."
In essence, this means the Times is turning into a software company, applying the same business model philosophy "as many start-ups in Silicon Valley:" "Build neat tools, get traction, and then figure out how to make money off them later," as the Silicon Alley Insider describes it.

Economic necessity is the mother of software reuse
Here is an assertion you are unlikely to see anywhere other than in this article: an economic recession right now would do the Web the world of good.
Wow! How could that possible be true? Lets suck all the money out of the system and see what happens? Sounds painful. Sounds suicidal. Has McGrath finally lost it?
Money is a constraint. I have written before about how important constraints are in software development. In a nutshell, constraints are the wellspring from which many good things come. Money, it could be argued, is the granddaddy of all constraints.
When money is tight in software development, what happens? Well, teams look to cut capital costs and to keep overheads as low as possible. Two good ways to keep capital costs down are to use open source software technologies and to use ISPs to rent hardware/connectivity rather than buy hardware. How are these good for the Web?
Well, the Web thrives in large part because of the quality of open source and the fact that low cost software makes horizontal scaling economically viable. The more developers who are developing on these open components the better for the openness of the Web as a whole.
